The Energy-Environmental Consulting Group Ltd (EECG Ltd) has played a pivotal role in aligning Albania’s public procurement framework with European Union sustainability standards. Funded by the World Bank and supported by the National Public Procurement Agency, EECG developed secondary legislation and Life Cycle Cost (LCC) models to mandate the purchase of high-efficiency energy products by public institutions. This initiative reflects Albania’s broader commitment to the Energy Community Treaty, moving the nation toward full regulatory compliance while empowering public authorities to reduce greenhouse gas emissions and long-term operational expenditures.
Central to this project was the development of a simplified LCC methodology and the identification of 14 primary technology clusters that account for the vast majority of public energy spending. These clusters span from building insulation and efficient HVAC systems to electric transport and LED infrastructure. By providing the tools and training necessary to evaluate total lifetime costs rather than just initial purchase prices, EECG has enabled Albanian contracting authorities to make data-driven, environmentally responsible procurement decisions that lead by example in the transition to a green economy.
